how can i convert unbalanced panel into balance panel

hi,
i use chns income dataset including wages in different years but the panel is unbalanced.
and i merged another balanced gender dataset without year.
both of them has unique id value for each worker.
the result come into not a panel.
how can i change it into balance panel data
drop workers without wage records in every year
